He is Deputy Executive Director of the National Bar Association
(NBA), the nation’s oldest and largest organization of black
attorneys and judges. The NBA has a network of more than 20,000
lawyers, judges, and student members and 87 affiliate chapters
in the United States, Canada, United Kingdom, Africa, and the
Caribbean.
Foster has over 22 years of diversified leadership experience
in association management serving as CEO, Executive Director and
Director of Special Projects throughout
his career. Foster has managed multiple projects and grants and
established numerous philanthropic endeavors.
Foster brings to Who’s Who Publishing Company a wealth of
resources, skills, and national and international connections
positioning the Washington publication to become a global show
piece. Since 1999, Foster has worked with Thompson West, a leading
provider of integrated legal research and information solutions
in the United States, to lead the NBA in donating online legal
research services to the United Nations International Criminal
Tribunal for Rwanda (ICTR) and the United Nations International
Criminal Tribunal for the former Yugoslavia (ICTY). The NBA donation,
valued in the millions, remains the largest donation in the history
of the International Criminal Courts.
Foster is a graduate of Rutgers University and Antioch School
of Law with continuing studies at Yale University. He was managing
editor of NBA Magazine during the 1980s and 1990s and developed
it into the nation’s leading legal publication for African-American
attorneys and judges. He is a Certified Meeting Planner (CMP).
With a passion for giving back to the community, Foster directed
the NBA’s Black Elderly Legal Assistance Support Project
(BELASP) for more than 8 years. BELASP was one of the nation’s
leading advocacy groups for protecting the legal rights of the
African-American elderly population and promoted increased participation
of black lawyers in elder law and estate planning issues. He has
written, lectured and trained lawyers and students on elder law
and how to defend clients against fraud and scams, including predatory
mortgage and lending schemes designed to disenfranchise the African
American community.
Foster also developed the NBA’s African Bar Association
Exchange Program, which assists in the development of African
bar associations and enhances their role in promoting rule of
law and democracy in their countries. He’s led numerous
delegations of national and international dignitaries and facilitated
visits from various levels of state officials including kings,
presidents, and ambassadors.
Foster has extensive experience in directing and coordinating
national, regional, and local events, including conferences, conventions,
seminars and outreach programs. He directed Continuing Legal Education
(CLE) for the NBA, and coordinated the NAACP Annual Lawyer’s
CLE Program. He travels extensively on behalf of the NBA and is
well known as a leader in the profession.
He is an experienced and proven achiever in grants management,
with a successful record in developing, soliciting, writing, and
administering grants, including for multi-million dollar projects.
