Phyllis J. Bailey is president of 3B Resources Group Public Relations, LLC, a Houston-based firm specializing in public relations, media relations and special events. Her distinguished and varied background is a perfect fit as associate publisher for Who’s Who In Black Houston™. Bailey brings more than 20 years of business experience from the federal government and education, as well as the engineering, oil and gas, hospitality and public relations industries. Stepping out on faith, she opened 3B Resources Group in 1998 and has since grown a diverse client base of professional athletes, nonprofits, award shows, authors, media outlets, entertainers, attorneys and physicians.

Previously, Bailey served as an associate with Winner/Wagner & Associates, a national public affairs and crisis communications firm with offices in Houston, New York City, Los Angeles and Washington, D.C. During her tenure as executive assistant to the general manager of the Four Seasons Houston Hotel, Bailey formed relationships with some of the country’s most high profile and influential leaders, well-known entertainers and government officials.

After moving progressively through the Gulf Oil organization, Gulf Oil Trading Company transferred Bailey in 1980 from Pittsburgh, Pennsylvania, to Houston, Texas. She served as the liaison with the Tokyo, London, Dubai, Singapore, Saudi Arabia and Taipei offices for the international lubricant sales group.

Bailey is involved in many community and volunteer activities in the Houston and Fort Bend county area. Bailey was awarded a Certificate of Recognition for Leadership and Support for the Diversity Summit by the Association of Chinese American Professionals. Her company produced the event A Taste of Soul as well as published A Taste of Soul – A Guide to African-American Eateries and Caterers in the Greater Houston Area for the Greater Houston Convention & Visitors Bureau. Bailey is the Associate Publisher of Who’s Who in Black Houston™. Her memberships have included: Houston Downtown Alliance, National Black Public Relations Society, Houston Area Urban League, the National Association of Black Journalists, Houston Association of Black Journalists, NAACP, Women in Film and Television, Women Professionals in Government, American Women in Radio & Television, Texas Accountants and Lawyers for the Arts Board Member, and the National Sales Network.

Phyllis and her husband Leonard have one son, Ryan.
